She doesn't think she'll ever escape her mean foster mom, Miss Hannigan, but everything's about to change. Wanting to improve his image ahead of the election campaign, New York mayoral candidate Will Stacks takes Annie in. Stacks soon discovers that Annie's sun-will-come-out-tomorrow outlook just might be the thing he needs in his life.
