A long-time member of the Los Angeles Police Department is suspended from his drug enforcement unit when he discovers that other, more powerful members of his department are working on a plan to trade drugs for weapons to arm Central American guerrillas.
The Iran-Contra Affair provided an obvious motivation for this plot. The film was also known as "Street Legal" and "Point of Impact."
