It has been the supposition of others that at small gate openings snbmergonoe might increase. The efficiency of the turbine. This idea was based upon the belief that the inflow, under submerged conditions at small gate openings, was changed from the impinging action of unsnbmerged condition to a flow similar to that of the reaction type of turbine with its resultant higher efficiency.
