Information and Communication Technologies (ICT) stimulate changes that they involve the whole of social life on a planetary scale. However, beyond the promising speeches that question men and women of the globe as "con- consumers and users of a technological world", the integration of ICT in different countries, geographical regions and social groups does not occur uniformly. The insertion processes are complex, often dual and do not reach all the population by same. Is necessary recognize, by a side, what the expansion from the mass media and digital technologies enhance the production, circulation, storage dining and reception of various messages at great distance and scale. But, on the other, to the motorize inequalities on the access to the information and to the knowledge, increase existing economic, social and cultural differences. The so-called "digital divide" is dynamic and involves aspects related to inequity in access to infrastructure, supports or connectivity, in the possibilities of interaction and in the potentialities of appropriation significant on the part of users.
