The second objective of the study is to examine whether motivation moderates the relationship between the performance appraisal system and employees' performance. The study adopts a descriptive quantitative method for collecting primary data through the questionnaires distributed to 217 employees at the ICRC in Yemen. By analyzing variables individually, the study found a positive influence and a significant relationship between the perceived fairness of performance appraisal and employees' performance, between the perceived accuracy of performance appraisal and employees' performance, and between the quality of appraisal feedback and employees' performance. Through the combined measurements of the variables using multiple regression analysis, the results revealed that perceived accuracy has a stronger effect and a positive relationship with employees' performance than other variables.
