Overview
On a July night in 2004, the Meteor dropped its number-four sweep arm at the top of the cycle, and two people died at the Webb County fair. The state's finding was issued that October: a wrong pin, put in by the operator's own crew that February. The operator's daughter has carried the report for twenty-two years. Now she is paying to have it proven right.
Cindy Foley is not buying doubt; she is buying a floor. Her father is seventy-nine and dying at home, never charged and never cleared, and hope - the one account nobody ever billed her for - has grown too expensive to keep. Confirm the file, she tells Neil Karst, so the hoping can finally stop.
Karst's terms do not soften for mercy: every claim in the report cites paper, paper has a birthplace, and should the walk prove her father guilty, that is the finding she will get, measured. So on a dead midway a crew of old carnival hands pulls the tarp off the Meteor, rebuilds the number-four sweep to the state's own appendix, and runs it day and night against a chalk count - the five months of service the charge requires, run out in a spring of nights while a dying man's calendar runs the other way.
Then the paper begins refusing the charge it was filed under. A maintenance book and a factory carbon agree, entry for entry, on a February nobody ever questioned. A tagged exhibit answers to a receiving date instead of a rebuild. And the pin at the bottom of it all - the part that convicted Earl Foley without a trial - was moved into place three days after the crash.
Nobody killed those two people. Somebody sold their deaths an author, and a family has been paying the interest for twenty-two years.
