Overview
African universities are increasingly utilizing Information and Communication Technologies (ICT) in administrative management, research, and educational activities. In Senegal, universities have been implementing e-learning policies since 2000. This is the case at Assane Seck University, which, in its 2011-2016 development plan, outlines its ambitions for the development of distance learning. In 2011, the university established a department responsible for designing and implementing distance learning programs. Since then, this department has begun to develop its activities, primarily with funding from the Performance Contract. However, observations and discussions with stakeholders reveal that these courses took place under rather unusual conditions and in a challenging environment, particularly from an educational standpoint. This situation leads us to question the relevance of the educational framework implemented during the first year of operation of the university's distance learning program.
