"Spencer Dean" was one of many pseudonyms of Prentice Winchell (1895-1976), a prolific writer of radio dramas, short stories, and crime novels about unusual detectives (a hotel detective, the harbor police, a fire marshal etc.). He borrowed Dean's name from the manhunting hero of Crime Club, a radio series he wrote for in the 1930s and 40s.
