Substation protection and control technicians - relay techs - test and maintain the devices that keep the power system from destroying itself. Two facts make this seat unusual. First, scarcity: roughly 2,000 openings a year nationally, replacement seats included - utilities publish their own recruitment brochures for it because they cannot fill it. Second, the work is legally non-discretionary: NERC standard PRC-005 requires a documented protection-system maintenance program, which means relay maintenance happens in every rate case, every budget cycle, every year.

It is honest about the constraints: the seat is scarce and geographically bound to where utilities are, an apprenticeship takes years, and union hiring-hall rules vary. Those are reasons to run the application game well, not reasons to stay away.
Licensing is signposted throughout - in most US utility contexts this is not a state-licensed occupation, but employer qualification programs, background checks and per-utility aptitude policies govern entry.
