Shanghai, a byword for economic vigor before World War II, is again growing dramatically and regaining its stature as a city of world economic importance. This book documents, analyzes, and interprets the transformation of Shanghai since 1978. After the adoption of China's open policy in 1978, Shanghai lagged behind the booming areas of south China. However, with the announcement in 1990 of its suburb of Pudong as an area for special economic development, Shanghai has raced ahead both economically and culturally. China's largest city is now surpassing its achievements in the 1920s and 1930s, and its astonishing growth is providing an engine for economic development throughout the Yangtze delta and in China as a whole. The experts brought together in this volume provide a comprehensive approach that sheds light on the many ways Shanghai and the lives of those who live there are being transformed. The twenty chapters are collected into four parts. The political section traces in detail styles of entrepreneurship, the interrelationship of politics and economics, institutional and administrative changes, and the articulation of local interests in Shanghai during the reform period. The economic section analyzes central-local fiscal relations, industrial development and the investment environment. The third section examines the development of satellite towns and infrastructure, the provision of housing, education, and health services. Particular attention is focused on the development of Pudong and the part it is expected to play in the future success of Shanghai. The concluding section deals with the important questions of population control and environmental quality, providing a regional and historical perspective on the growth of Shanghai.
